ACH submitted comments urging the Department of Health and Human Services to withdraw its reinterpretation of “Federal public benefit” under the Personal Responsibility and Work Opportunity Reconciliation Act. ACH warned that applying the policy to the Health Center Program could create administrative uncertainty, limit access to primary and preventive care, and shift patients toward more expensive emergency department care. The organization emphasized that community health centers are required to serve all patients regardless of their ability to pay and argued that additional administrative burdens could undermine their ability to address local health needs and provide affordable care in rural and underserved communities.
