ACH submitted recommendations on the bipartisan Pay PCPs Act, which would establish a hybrid Medicare payment model combining upfront, value-based payments with traditional fee-for-service reimbursement. ACH called for equitable inclusion of community health centers, broader recognition of primary care providers, same-day billing, social-risk adjustment and streamlined quality measures. The organization also recommended flexible funding to address patients’ health-related social needs, reduced cost-sharing and expanded access to integrated behavioral health and telehealth services.
