Advocates for Community Health (ACH) submitted comments to the Health Resources and Services Administration urging the agency to prohibit manufacturers participating in the 340B Rebate Model Pilot Program from applying rebate models to federally qualified health centers. ACH warned that the proposed model would create substantial administrative and financial burdens, disrupt access to medications and jeopardize services for patients in rural and underserved communities. The letter also raised concerns about health centers’ ability to manage significant upfront drug costs, provide sliding-fee discounts to uninsured patients and recover rebates when manufacturers delay or deny payment. ACH emphasized that community health centers reinvest their 340B savings into patient care and already undergo extensive federal oversight, making their inclusion in the pilot unnecessary and potentially harmful.
