Advocates for Community Health issued the following statement in response to the 340B Rebate Pilot:
Advocates for Community Health opposes HRSA’s decision to include community health centers in the manufacturer rebate model. Health centers account for just 5% of the purchases under the 340B program, yet they will be disproportionately impacted by the financial hardship and administrative burden under this model. 340B savings directly fund essential care like chronic disease screenings, maternal health, and school and community-based services. For health centers that cannot afford the upfront costs associated with this model, they will be forced to make extremely difficult and, in some cases, finite decisions on whether or not they can continue to provide this essential care.
This rebate model will immediately weaken the network of Community Health Centers that nearly 34 million patients depend on, and lead to long-term harm to organization solvency and patient access to care. We urge HRSA to reconsider this approach before the January 1 implementation date.
